The Underwater City is an island in the First Sea located in between the Frozen Village and the Prison for players from Levels 375 through 450. To access it, the player has to enter a whirlpool surrounded by 3 large rocks. Since it's a small area, it may be hard to find. This part of the island can be found in the open ocean.
