Why are Goons & Rogues friendly with AI scavs? - Questions

I'm curious about the reasoning for this. I've been playing for a long time and I have noticed that 'Raiders' will shoot AI scavs on sight and bosses like Gluhar and Reshala will shoot AI scavs if they get too close. Goons will shoot player scavs but not AI ones and the Rogues at the water treatm
1000+ hours & multiple wipes played, so I'm managing. I can't fathom how a new player is dealing with scavs acting like this. : r/EscapefromTarkov
